Dear Friends and Neighbors, 
 
We are grateful for your confidence in electing us as your new Homeowners Committee and Administrator.  We commit ourselves to improve and enhance our community’s security, maintenance and attractiveness.  As we take over our new responsibilities, we thank the members of the previous Committee for their efforts on behalf of our community.   
 
We thank the residents who worked on special committees to guarantee a fair election with credible results.  186 ballots were returned out of 700 distributed.  Of those, 155 voted “yes” for the Administrator position. We are grateful to all residents who participated in this important election.   
 
As we move forward, we know that the most important issues we face are San Antonio’s finances and security. Until we complete this transition period and dissolve the existing Civil Association and all obligations tied to it, we are not able to present you a complete and accurate financial report.  However, by the end of March, we hope to give you a clear report about our financial status and a similar report at the end of every quarter. To the best of our ability, we intend to make all financial decisions and actions of the Committee and Administrator understandable and transparent. We will have regular financial audits whose results will be public.  At present, we can say with certainty that our financial balance will be on the positive side of the ledger, but it will be small. 
 
In order for us as a community to achieve the goals we share in common, we will need to have as many as possible pay their homeowners’ dues.  Because we are a voluntary association, we cannot force payment from those who choose not to pay.  However, we hope that as residents see improvements that benefit all of us, those who have not participated will be encouraged to do so.   
 
Average homeowner’s dues in this area of Baja California, from condominium units to houses, begin, on average, at $200.00 (U.S) per month, at a minimum.  We are asking our residents to contribute $60.00 (U.S.) monthly.   If you can pay in one payment, the amount lowers to $50.00 (US). 
 
At our first general homeowners’ meeting on February 9, 2008, we explained that we will have to close both our Mexican bank account because it is tied to our current Civil Association status and our former U.S. bank account due to requirements of the U.S. Patriot Act.  The payment procedure that is in place today, was developed out of necessity.  We have established several checks and balances to ensure that all of your money is used exclusively for the expenses of San Antonio.  We will work with our auditor to search for ways that are both legal and secure to conduct business officially in the name of San Antonio del Mar both in Mexico and in the U.S. 
 
Finally, responsibility for the overall quality of life in San Antonio belongs to each of us.  As your Committee, there is only so much we can do. We are volunteers.   We have stepped forward to assist our Administrator in the performance of the varied and complex tasks necessary for successful day-to-day operations.  But we need you to think of yourselves as members of our Committee, to think of yourselves as also responsible for maintaining and improving San Antonio.  If anyone wants to contribute his or her time, skills and material, please step forward.  By this time next year, we hope we can look at each other and say, “You know, last year, 2008, we heard fewer complaints, and there were many improvements.  It looks like 2009 will be even better.”
