July 11, 2009:  SADM HOMEOWNERS COMMUNITY MEETING MINUTES

Board Members Present: Al Rosen, Craig Schaefer, Liz Walton, Herta Calvo, David Holt, Dora Alicia McIntosh, and Administrator Dr. Martha Alvarez.             
Approximately 35 homeowners attended. 
 
Highlights 
·      A current financial report was distributed. Al Rosen explained the income and expenses. 
·      Q: How many guards do we have? A: 5 full time, 1 floater. They have 12 hour shifts, 1 night time roving car. 
·      Resident suggested that the two guard gates communicate between each other when someone is denied access at one gate, so they are consistent and informed. 
·      Currently 280 households are now paying dues. That is almost 100 additional since January 2009. 
·      Craig mentioned that renters can and should contribute to the general fund for security and roads. 
·      Herta Calvo read the Administrators report with info on maintenance, materials, workers and security.  
·      Q: Why were the military here in SADM? A: Due to the current unrest in Mexico the military often respond to disturbances when the police are called. While here they were reported to be respectful and cooperative.  
·      Al Rosen: due to the strained economy world wide we must be extra vigilant with security and prevention: alarms, motion sensor lights, know your neighbors so you can watch out for each other. Beach front homes are most vulnerable. 
·      There are some males who live in SADM and roam the community at night. This is suspect, but not illegal. 
·      Q: Can we block access for vehicles to the beach? A: Yes, we have in the past, but the chain, posts and locks have been stolen repeatedly. The board will discuss how to effectively deal with this. If you see a vehicle on the beach, call Martha and she will call the police. 
·      Q: Can we hold ID’s of people who enter thru our gates? A: No, that is illegal. Our streets belong to the city of TJ. We do not have condominium status, as some private communities have, to police and deny access. 
·       Q: Is there a law to prohibit the fishing boats coming so close to our shore? A: No, they are licensed by the type of fish they intend to catch, not where they fish. 
·      Al Rosen announced that the 400 block of Farallon fence is repaired and the dog/skate/basketball area is now open. Clean up after your pets please, rules will be posted shortly. 
·      Dogs roaming the community and owners refusing to leash their dogs is a problem.  We will continue to pursue the best method for legal enforcement to resolve this issue. Mexican law requires dogs to be on a leash. Residents should approach the offender first. If the problem is not resolved, then contact the administrator, Dr. Alvarez. Finally the resident can call the police and can file a complaint with the district attorney.  
·      Elections will be held in December, watch your email for nomination details: job description of board members, time commitment and other requirements. Nominees must be paid members in good standing.  Those interested in serving should write a short bio including any special qualifications and why they want to serve.  
·      CESPT details and repairs were discussed. Playa pumping station still a big problem. We have a video of the sewage problem to distribute to the media if determined necessary. 
·      All volunteers for the 4th of July party: chefs, food service, cakes, games, set-up, entertainment and decoration staff were thanked.  
·      September 15 is the next Community Pool Party, for Mexican Independence Day. 
·      Dora Alicia, Craig and all who donated from the door to door fill a pot hole project were recognized. 
·      Q: Can the abandoned red mustang car be removed from Bahia? A: Martha will make contact. 
·      Resident: Thanked committee for hard work and the positive state of SADM. He noted Martha does an excellent, tireless job and should be paid more not less. This was met with resounding applause. 
·      Resident: Requested large (difficult to steal) 55 gallon drum, trash bins for the park. 
·      Next meeting November 14th, 2009 @ 10am.
